Laura A. Mancha is currently a Community Service Liaison for Supervisor Baca and has worked for the County of San Bernardino for 7 years. She is a passionate supporter of public education and has served as a local school trustee for over 25 years. Laura is a proud graduate of our local school systems and obtained her Master’s Degree from California State San Bernardino in 2016. She is a strong advocate for people with disabilities. Laura and her life partner, Manuel, are life-long residences from the City of Fontana.



Amanda Fakhoury

Communications Advisor


Amanda Fakhoury was born and raised in Los Angeles County. She received an English Literature degree from the University of Southern California (USC). She serves as the Communications Advisor for the Supervisor. Amanda joined the team in December 2021 and her areas of responsibility include composing press releases, newsletters and developing and executing media strategies, and all things media related for our district. She is passionate about spreading the good news and making sure the message has a meaningful impact on people’s lives.



Virgina Marquez

Ms. Marquez' responsibilities include partnerships and collaborations with municipalities and other entities within the 5th District, namely, the City of Colton, the Colton Joint Unified School District, and the Community of Rosena Ranch. Ms. Marquez truly believes in public service and the need to respond to quality of life issues in an expeditious manner.

Ms. Marquez is a lifelong resident of the City of San Bernardino, attended and graduated from Pacific High School, and California State University - San Bernardino. She holds a Bachelor of Arts Degree in Sociology. Her career spanned 33 years with the California Department of Corrections and Rehabilitation, where she was assigned to 3 prisons and 6 parole units. Subsequent to her retirement, she was elected to 2 terms as the 1st Ward Councilwoman for the City of San Bernardino from 2010-2018. During her tenure, Ms. Marquez was assigned to represent her city on the County's Inter Agency Council on Homelessness (ICH), and also chaired the San Bernardino Hometown Military Hero Banner Program.

Ms. Marquez belongs to the following professional organizations:

  • California Correctional Peace Officer Association (Retiree Chapter)
  • Home of the Neighborly Service (Board Member)
  • League of Women Voters-San Bernardino area (Board Member)

Ms. Marquez is a parishioner of the Saint Anthony Catholic Church in San Bernardino.

Field Representative


Marlandra Johnson serves as a Field Representative here at the office of Supervisor Joe Baca, Jr. Her staff responsibilities are organizing ways to assist with constituent services and concerns. She is passionate about empowering the youth and servicing the homeless in our community. She received her AA from San Bernardino Valley College and a Bachelor of Arts in Sociology from Cal State University of San Bernardino. She is passionate about what she does and is determined to make a difference.

Leanne Uribe serves as a Field Representative for Supervisor Baca, Jr. Her areas of responsibility include attending to community needs and finding solutions to various constituent concerns, as well as public safety, partnerships, and collaborations with the City of Colton. Leanne serves as a liaison for constituents, community organizations, and community partners. She is passionate about positively impacting the communities in which she lives and aspires to help with compassion and respect. Leanne is a local resident who graduated from Colton High.



Mario Flores

Field Representative I


Mario Flores serves as a Field Representative for Supervisor Baca. His staff duties include engaging with the community and coordinating with the multiple offices in the county to provide a service to the 5th District constituents regarding any questions or concerns they may have. Mario is passionate about helping the community and enabling civic engagement among the youth. Mario was raised in the 5th District and graduated from Rialto High School. He enjoys swimming, traveling, and trekking the outdoors in his free time.



Edwin Delgado

Edwin Delgado was born and raised in the High Desert. He is currently enrolled as a Political Science and Administration Major at the University of California, Riverside. He serves as a staff assistant for Supervisor Joe Baca Jr. Edwin joined the team in November 2022. It is his aspiration to bring positive change within our communities, and serve through engagement, community work, and kindness.
